Background of the Study :
Fiscal policies serve as critical instruments for redistributing income and promoting social equity in developing economies. In Nigeria, tools such as progressive taxation, government spending, and subsidy programs are used to address income disparities and stimulate inclusive growth. Kaduna State, with its diverse economic activities and demographic heterogeneity, provides a compelling case to examine the impact of these policies on income distribution. Recent fiscal reforms have aimed at optimizing revenue generation and reallocating resources to disadvantaged sectors, with the goal of reducing inequality (Chinedu, 2023). However, persistent challenges—including regional imbalances, administrative inefficiencies, and the influence of the informal economy—often dilute the intended redistributive effects (Umar, 2024). This study investigates how fiscal policies have shaped income distribution in Kaduna State by analyzing both the intended benefits and unintended consequences of these measures. The findings will offer insights into the structural and implementation challenges that hinder fiscal policy effectiveness, thereby informing strategies to enhance socio-economic equity (Ezekwesili, 2025).
Statement of the Problem
Despite the implementation of various fiscal policies aimed at reducing income inequality, Kaduna State continues to experience significant disparities in income distribution. The mechanisms designed to redistribute wealth are often undermined by administrative inefficiencies, corruption, and regional imbalances in resource allocation (Olayinka, 2023). As a result, the benefits of fiscal measures are unevenly distributed, with certain population segments reaping disproportionate gains while others remain marginalized. This persistent inequality raises concerns about the overall efficacy of fiscal interventions in achieving equitable development. The study seeks to address these issues by critically assessing the impact of fiscal policies on income distribution and identifying the key obstacles that limit their effectiveness (Musa, 2024).
